West Virginia Department of Education is Hiring an Accounting Coordinator Near Charleston, WV

POSITION TYPE: Professional

ADMINISTRATIVE UNIT: Office of School Finance

LOCATION: Charleston, WV

TYPICAL WORK HOURS: 8:00 a.m. – 4:00 p.m.

SALARY: $83,499.00 - $90,499.00 plus competitive benefits package

DUTIES AND RESPONSIBILITIES:

  • Provides technical assistance on generally accepted accounting principles (GAAP), including the implementation of new standards from the Governmental Accounting Standards Board (GASB).
  • Assists in formulating a uniform system of budgetary and financial accounting practices and procedures.
  • Assists in compiling, editing, and summarizing necessary data and performing the required computations under the Public School Support Plan.
  • Performs complex financial accounting computations without supervision and manages work-flow to ensure that assigned tasks are completed in a timely and accurate manner.
  • Assists in compiling, reviewing, analyzing, and summarizing budgetary and financial accounting data.
  • Assists in providing financial information to the Legislature, West Virginia Board of Education (WVBE), state and federal agencies, and various other offices.
  • Assists in conducting professional development workshops and provides guidance on preparing monthly and annual financial statements, proposed budgets, cash flow projections, salary schedules, indirect cost plans, certified personnel reports, and miscellaneous other reports.
  • Participates in continuing professional education activities to maintain current knowledge of GAAP principles for governmental entities, governmental accounting and financial reporting standards, generally accepted auditing standards, the West Virginia Education Information System (WVEIS), state statutes, and other school finance matters.
  • Reviews the audit reports of local educational agencies conducted in compliance with the Single Audit Act and related federal requirements, and monitors auditees' corrective action plans.
  • Analyzes financial impact of proposed legislation and prepares cost estimates and fiscal notes.
  • Participates in special circumstance financial reviews of county boards of education, as needed.
  • Performs other duties as assigned by the West Virginia Department of Education (WVDE) administrators, the School Finance Officer and Manager of School Finance.

QUALIFICATIONS:

  • Bachelor's degree with a minimum of 24 hours in accounting; Master’s Degree in Business Administration (MBA), Master’s Degree in Professional Accountancy (MPA), or a Certified Public Accountant (CPA) designation preferred.
  • Possesses three years of administrative or related work experience with a broad knowledge of financial operations
  • Minimum of two years experience as a county board of education treasurer/chief school business official or professional accountant preferred.
  • Demonstrates ability to communicate effectively.
  • Possesses knowledge of generally accepted accounting principles for governmental entities.

  • The staff member is willing to travel to provide technical assistance, conduct periodic workshops, and provide other assistance to local educational agencies, as needed.
  • The staff member understands that work assignments may change or be added as priorities emerge with the West Virginia Department of Education (WVDE) and/or the Office of School Finance.

EMPLOYMENT RELATIONSHIP:
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is “at-will” and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.

The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
